EASA Publishes Proposed Changes to Air Traffic Services

EASA has published its Notice of Proposed Amendment (NPA) 2016-09 Requirements for Air Traffic Services with the objective to harmonize the provision of essential air navigation services throughout the European Union. The requirements are a milestone of Rulemaking Task 0464, which aims to update air traffic services standards throughout the region.

The NPA proposes a comprehensive set of measures — including Implementing Rules (IRs), Acceptable Means of Compliance (AMC) and Guidance Material (GM) —addressing, to the required level of detail, the provision of Air Traffic Services (ATS). The large majority of these measures is based on the applicable ICAO provisions adapted to the EU legislative system and conventions, therefore, those member sates who were already compliant with ICAO should have no difficulty aligning to the proposed legislative framework.

According to EASA, the proposed measures are fully consistent with and complementary to other EU Air Traffic Management/Air Navigation Services (ATM/ANS)-related legislation, and in particular with Standardized European Rules of the Air (SERA) and its subsequent amendments, the Single European Sky regulations, and the ATM/ANS Common Requirements Regulation.
